Weather Warfare: Law and Policy

Abstract

Reports indicate that the United States has used weather modification as a weapon in Southeast Asia. The author examines such actions in relation to existing and proposed domestic law, treaty limitations and international conventions. Policy considerations are discussed and recommendations made concerning the imposition of limitations on military uses of weather modification.
