Abstract
Modern techniques of behavior modification utilized on prison inmates raise serious constitutional problems concerning the eighth amendment's proscription of cruel and unusual punishment. A framework for analyzing such eighth amendment issues is presented which takes into account the important state interest in rehabilitating offenders, and suggests that, under certain circumstances, some forms of behavior modification may be constitutionally imposed.
