FHA "Redlining"—Inflexible Agency Guidelines Defeat Congressional Intent for the 223(e) "Acceptable Risk" Program

Abstract

Congress has enacted extensive programs in an attempt to solve the urban housing problems. In discussing the difficulties that have been encountered under these programs, the writer evaluates the role of the Federal Housing Administration, and analyzes the criteria for FHA mortgage insurance, the alternative congressional standards, and the justiciability of a challenge to the administrative implementation of the program.
