Economic Incentives for Pollution Abatement: Applying Theory to Practice

Abstract

This note examines the various types of economic incentives used to induce industry to reduce its emissions of effluents and effluvia. It is argued that the present forms of tax relief are inadequate vehicles to accomplish this end. Rather, greater emphasis should be placed. on systems of emission charges where industry must pay to dispose of its wastes in waterways and the atmosphere.
