Abstract
Volatile economic conditions and reliance on the historic test period for rate calculations has contributed to the financial difficulties currently facing public utilities. The writer considers the legal ramifications implicit in the use of an alternative method of rate regulation, the future test period, and examines these in light of existing Arizona law.
