Malevolent Acts and Nuclear Power: Additional Protection under NEPA and the Energy Reorganization Act of 1974

Abstract

An examination of the nuclear power industry indicates that substantial environmental damage may result from malevolent acts directed at nuclear facilities. The inadequacy of existing regulatory controls is demonstrated, and the writer proposes that the Energy Reorganization Act of 1974 and the National Environmental Act require increased protection from such risks.
