Abstract
The reservation of the subsurface mineral rights on stock-raising homestead land in the Western states has resulted in continuous conflicts between the mineral claimants and surface owners, particularly where intensive residential and commercial development has occurred. This Note examines the effects of the mineral development policy upon the surface uses and explores the possible solutions to surface-mineral rights conflicts.
