Abstract
The western states have been plagued with problems of allocation and distribution of limited water resources. The author presents a background of water law court decisions, statutes, and regulations from Arizona and other states and then proposes a new water resources code for Arizona. The proposed statute recognizes past experience in the area of water law and addresses the present problems of scarcity and the uneven occurrence and allocation of water in Arizona. The author endeavors to set forth better procedures for accommodating the increasing water demands and the environmental concerns of a rapidly growing population.
