Abstract
The goal of meaningful Indian self-government is too often hampered by haphazard federal statutes and regulations. Most federal regulatory statutes are silent regarding their effect on Indian lands, thus problems of regulagory jurisdiction are often settled in the courts. The results are conflicting rulings, high legal fees for Indians, and denial of Indian self-determination. The author offers proposals to prevent the confused and unintended extension of federal power over Indian country.
