Abstract
The recently proposed Priority Energy Projects Act of 1980 and the proposed Energy Mobilization Board provide the structure for the author's analysis of federal preemption and state implementation with respect to national energy policy. Principles of federalism and the problems presented thereby are discussed, with the author concluding that the preferable means of federal energy policy implementation is through Congress' spending power.
