Abstract
Professor Williams responds to Professor Laurence's Article in their on-going debate of the power of Congress over the Indian nations. Professor Williams denies that the Indian nations must learn to live with the plenary power of Congress. He asserts that the Indian people will never secure the right to true self-determination unless they decide to stop accepting the "actual state of things."
