Abstract
This Note focuses on the development of the public trust doctrine in Arizona and the recent controversy over ownership of the state's streambeds. The Note surveys the history of the public trust doctrine generally and discusses Arizona's legislative, executive, and judicial responses to the streambed issue. The Note concludes by analyzing the constitutionality of Arizona's most recent legislation regarding the streambed controversy.
